Leadership: As the lead author and tireless champion of a truly visionary piece of legislation - H.R. 21, the Oceans Conservation, Education, and National Strategy for the 21st Century Act ("OCEANS 21") - Rep. Farr has shown his commitment to healthy oceans, and his leadership skills.
